The role of Local Government
Local government operates through three tiers to serve citizens. These bodies handle local roads, drainage, sanitation, markets, public spaces, permits, environmental management, civic participation and community development.
How it is organised
A three-tier system
Local democratic organs serve citizens through 10 Regional Democratic Councils, 10 Municipalities, and 70 Neighborhood Democratic Councils, each with distinct responsibilities and reach.

Local Democratic Organs Act, Chapter 28:09
The system operates under the Local Democratic Organs Act, Chapter 28:09, which establishes the authority and responsibilities of local democratic organs.
The system draws on foundational documents including the State Paper on the Re-organisation of the Local Government System in Guyana and the Summary Report on the National Conference of Local Democratic Organs.
